Project Information

The Citrus Park Drive Extension extends 2.82 miles from Countryway Boulevard to Sheldon Road. The Citrus Park Drive Extension will consist of four travel lanes and will include bicycle lanes and sidewalks. The project also includes:

  • Improvements at the Countryway Boulevard and Sheldon Road intersections
  • A multi-use crossing under the Citrus Park Drive Extension for pedestrians, bicyclists and equestrians

Typical Sections

In general, the Citrus Park Drive Extension will contain two 12-foot travel lanes, bicycle lanes, sidewalks, and curb and gutter for drainage in both directions. However, the typical section varies slightly in various locations along the project. The different typical sections and their locations are shown and described below.

The proposed typical section for Citrus Park Drive Extension from Countryway Boulevard to the water treatment plant access road and from Fawn Ridge Boulevard to Sheldon Road is a four-lane urban roadway with four 12-foot travel lanes, a 22-foot raised median, 4-foot bicycle lanes and 5-foot sidewalks in both directions. This typical section is shown below.

(A) From Countryway Boulevard to Water Treatment Plant Driveway and
from Fawn Ridge Boulevard to Sheldon Road

The proposed typical section for Citrus Park Drive Extension from the water treatment plant access road to Fawn Ridge Boulevard is a four-lane urban roadway with four 12-foot travel lanes, a 22-foot raised median, and 4-foot bicycle lanes. This typical section varies from the remaining portion of the roadway in that there will be a wider 6-foot sidewalk on the north side of the road, which will move the roadway south, farther away from the Fawn Ridge residences. This typical section is shown below.

(B) From the Water Treatment Plant Driveway to Fawn Ridge Boulevard

*The location and type of fence, berm geometry, and landscape plantings will be selected prior to the 90% plans in late winter 2008/2009.

The proposed typical section for the bridge over the pedestrian/equestrian trail is a dual bridge with four 12-foot travel lanes, 2-foot 6-inch shoulders on the inside, and 5-foot 4-inch bicycle lanes and 6-foot 8-inch sidewalks in both directions. The two bridges are separated by 13 feet 11 inches. This typical section is shown below.

Roadway Alignment

The Project Development and Environment (PD&E) Study examined several alignments and recommended an alignment based on the County's five factors for evaluation, including alternative alignments, environmental factors, safety considerations, costs, and inclusion in the Long Range Transportation Plan. The recommended alignment was constrained by the geometry of the existing Citrus Park Drive segments, deep borrow ponds, wetlands, mitigation banks, transmission lines, rights-of-way, and residential communities.

The recommended alignment is preferred since it minimizes impacts to the adjacent wetlands, does not encroach into the Hillsborough County Environmental Protection Commission (HCEPC) wetlands mitigation site, utilizes the adjacent County-owned multi-use 150-foot land set aside for the Extension, and is the most cost effective alternative.

An optional alignment that encroaches into the conservation easement at Fawn Ridge was considered. Conceptual permits were submitted to pursue the feasibility of this optional alignment. The Hillsborough County Environmental Protection Commission (HCEPC) and the Florida Department of Environmental Protection reviewed the permits and have indicated that permits will not be issued for the optional alignment.

On March 19, 2008, the Hillsborough County Board of County Commissioners approved the recommended alignment with four commitments to address concerns of Fawn Ridge residents:

  • Eliminate sidewalk on the south side and provide wider sidewalk on north side which shifts the alignment away from homes (near Fawn Ridge only)
  • Provide landscaping @ $100,000 per mile, concentrated near residences
  • Provide 2-foot berm with landscaping on top
  • Provide decorative fence with plantings

These commitments will be included in the design plans.

Water Treatment Plant Access Road

A short access road will be constructed from the Citrus Park Drive Extension southward to provide access to the potable water treatment plant. This access road will be for water resources services personnel only.

At this time, Montague Street will not be extended from its existing dead end location to connect to the new Citrus Park Drive Extension. The right-of-way costs for the Montague Street Extension outweigh the benefits of connecting Montague Street to the Citrus Park Drive Extension. Although the extension of Montague Street is not included at this time, the County would like to hear what you think of a potential future Montague Street Extension. Intersections

Countryway Boulevard
The Countryway Boulevard intersection has an existing signal that was installed in conjunction with the Deer Park Elementary School improvements. Crosswalks, pedestrian signals and Americans with Disabilities Act (ADA)-compliant curb ramps have been provided. Turn lanes included are:

  • Dual left-turn lanes from westbound Citrus Park Drive to southbound Countryway Boulevard
  • Dual right-turn lanes from westbound Citrus Park Drive to northbound Countryway Boulevard
  • Left-turn lane from southbound Countryway Boulevard to eastbound Citrus Park Drive

Water Treatment Plant Access Road
The intersection of the water treatment plant access road will have a left-turn lane from westbound Citrus Park Drive Extension to the southbound access road for water treatment plant personnel only. West of this intersection there will be a pedestrian signal with crosswalks, ADA-compliant curb ramps, and pedestrian features. Between the access road and Fawn Ridge Boulevard there will be a sidewalk only on the north side of the Citrus Park Drive Extension. The pedestrian signal will provide a safer crossing point for pedestrians to cross the Citrus Park Drive Extension to access the sidewalk on the north side of Citrus Park Drive Extension.

Fawn Ridge Boulevard
The Fawn Ridge Boulevard intersection will include a new traffic signal that will operate in conjunction with the traffic signal at Sheldon Road. Crosswalks, pedestrian signals and ADA-compliant curb ramps will be provided. Turn lanes to be included are:

  • Left-turn lane from eastbound Citrus Park Drive Extension to northbound Fawn Ridge Boulevard
  • Left-turn lane from southbound Fawn Ridge Boulevard to eastbound Citrus Park Drive Extension

Sheldon Road
The existing signal at the Sheldon Road intersection will remain, and will operate in conjunction with the Fawn Ridge Boulevard traffic signal. Crosswalks, pedestrian signals and ADA-compliant curb ramps will be provided. New turn lanes to be included are:

  • Dual left-turn lanes from eastbound Citrus Park Drive Extension to northbound Sheldon Road
  • Right-turn lane from eastbound Citrus Park Drive Extension to southbound Sheldon Road
  • Left-turn lane from northbound Sheldon Road to westbound Citrus Park Drive Extension
  • Dual left-turn lanes from southbound Sheldon Road to eastbound Citrus Park Drive

Pedestrian/Bicycle Facilities

Bicycle Lanes/Sidewalks
Bicycle lanes will be provided on both sides along the entire length of the Citrus Park Drive Extension. The bicycle lanes will be 4 feet wide.

Sidewalks will be provided along the Citrus Park Drive Extension.

  • Between Countryway Boulevard and the water treatment plant access road, 5-foot sidewalks will be provided on both sides of the Citrus Park Drive Extension.
  • Between the water treatment plant access road and Fawn Ridge Boulevard, a 6-foot wide sidewalk will be provided only on the north side of the Citrus Park Drive Extension. Pedestrians will cross the Citrus Park Drive Extension west of the water treatment plant access road and at Fawn Ridge Boulevard, which will both have pedestrian signals.
  • Between Fawn Ridge Boulevard and Sheldon Road, 5-foot sidewalks will be provided on both sides of the Citrus Park Drive Extension.

Citrus Park Drive Extension Bridge over Future Multi-Use Trail
The bridge over the future multi-use trail will be a dual bridge. This overpass will allow pedestrians, equestrians, and bicyclists to use the trail north of Citrus Park Drive Extension. This overpass is consistent with the Northwest Recreational Corridor Plan to provide access to existing and future trails. The bridge will be lighted underneath for safety. Additionally, there will be a culvert east of this overpass that will serve as a wildlife crossing. The overpass is about 2,500 feet west of the water treatment plant.

Interim Improvements near Deer Park Elementary School

Interim improvements to the existing segment of Citrus Park Drive near Countryway Boulevard that provides access to the Deer Park Elementary School have been designed and constructed. These interim improvements include the extension of the existing Citrus Park Drive roadway stub-out with a cul-de-sac, driveway connections, and an exclusive eastbound left turn lane into Deer Park Elementary School. The interim improvements have been designed and constructed with consideration for future potential ultimate improvement concepts.

A traffic signal will be installed at the school as part of the Citrus Park Drive Extension project.
